Preliminary studies for the urban redevelopment
of Müllerstrasse in Berlin-Mitte
Jahn, Mack & Partner has been awarded the contract
by the Senate Administration for Urban Development of Berlin to
perform preliminary studies for
defining Müllerstrasse in Berlin-Mitte
as a redevelopment area.
The intention is to generally promote Müllerstrasse,
turning it into an attractive commercial center. In this context,
the primary objective is not to renovate and modernize the buildings
along this street – the emphasis will be placed on investing
into the public spaces while enhancing Müllerstrasse and turning
it into a destination shopping street. The highest priority is to
involve local residents and stakeholders and secure their participation
in the planning process.
The package of measures forming part of the redevelopment
concept should be identified on site as far as possible, taking
account of the various ideas of local residents and stakeholders,
in order to then put them in more concrete terms.

Preliminary studies Karl-Marx-Strasse in Berlin-Neukölln
On the commission of the Senate Administration for Urban Development
of Berlin, Jahn, Mack & Partner prepared the preliminary
studies for the definition of a redevelopment area in Karl-Marx-Strasse,
in Berlin-Neukölln.
The practical failings of the district center in northern Neukölln
were to be remedied. Karl-Marx-Strasse, as a young and vibrant center
of Berlin, was to become a thriving shopping destination once again.
The different stakeholders needed to liaise better with one another.
Various measures were taken together to allow an area to develop
where people like to spend time, where the urban area is a space
in which to truly experience city life, and where many and varied
uses are possible. The project was implemented in cooperation with
GMA – Market and sales research and Borchert GeoInfo in analyzing
retail, with FGS City and Traffic Research and Planning Group for
traffic safety, smooth traffic flows and road redevelopment, and
with Büro-Hemeier – Ökologische Gutachten und Landschaftsplanung,
a company specialized in ecological reports and landscaping projects.

Integrated concepts for various competition processes
Three of the eighteen Berlin centers contacted by the Senate Administration
for Urban Development of Berlin decided to work with Jahn, Mack
& Partner in developing integrated
concepts for various competition processes. The commission
was awarded by the responsible District Authorities in the context
of the subsidization program “Active
urban quarters and district centers” launched by the
German Federal Government and the Länder. Working together
with all stakeholders, strengths and weaknesses of the concepts
were identified and action lists prepared, a mission statement was
drawn up and supporting projects were defined. In the cases of Berliner
Strasse in Pankow and Karl-Marx-Strasse
in Neukölln, the concepts for these centers were developed
based on the work that was already in progress as part of the redevelopment,
or that had been done in the preliminary studies for such redevelopment
programs. For Müllerstrasse in Mitte,
in the Wedding district, the work done had its foundations in a
workshop that had been completed previously on this subject. The
local administration and the stakeholders in the area had already
participated in two events, and their commitment served the project
well. All three centers focused on generally promoting their retail
structure, while working out their identity and identifying other
functions relevant for a municipal center.

Workshop
The District Authority Mitte of Berlin awarded the contract to
Jahn, Mack & Partner to organize and implement a workshop
on the centers of the urban quarters at Turmstrasse and Müllenstrasse,
giving them new life as retail
centers and turning them into a focus
of activities in the district. This project was pursued and
appropriately documented in collaboration with the district administration,
local political bodies and external experts as well as the stakeholders
(Karstadt, Hertie, interest groups) located along these streets.
As part of the workshop, the strengths and weaknesses of the centers
were identified, as were specific needs for action and approaches
serving to generally promote them. All of these insights served
as the foundation for the strategic work done both in the area as
well as at the administrative and political level (see above: Integrated
concepts for various competition processes).

Berlin-Pankow
Having been charged in 1992 with the preliminary studies, Jahn,
Mack & Partner was subsequently also selected as the redevelopment
administrator for the Pankow-Wollankstrasse
area in Berlin. Our firm was commissioned for this as yet ongoing
task by the urban renewal office Büro für Stadterneuerung
with implementing the concrete redevelopment measures. This included
the most varied projects, executed both as part of the location
management for the main center of the area and in the context of
assisting with festivals (anniversaries of the market and the Bürgerpark
as well as the “boulevard of dreams” event). Further
tasks consisted of public relations work, the organization of art
projects in vacant spaces, general coordination tasks, consulting
the administration and owners on commercial and residential development
while providing planning services. Furthermore, preparatory work
was done to obtain subsidies for the social infrastructure of the
district, and the Alt-Pankow Community of Interests was established
as a registered association. At the end of the redevelopment, the
focus will be placed on the preparation of urban planning opinion
letters regarding the closure of the redevelopment project, which
will enable the redevelopment status to be lifted, and on the development
of the Berliner Strasse center (which has the potential to become
a shopping street while also serving as an access route into central
Pankow).

As part of our responsibility as Shopping Street Manager commissioned
by IG Alt-Pankow e.V., we supported the board of the association,
solicited members and sponsors and helped develop a marketing strategy
(website, flyers, booklet of vouchers, stands at festivals) while
also organizing the Christmas illumination for the center.

Integrated concept for the Südkreuz long-distance
railway station and action plan
As part of the area’s participation in the Stadtumbau
West subsidization program launched by the German Federal
Government and the Länder serving to reconstruct urban areas
in Western Germany, Jahn, Mack & Partner collaborated with the
landscaping firm ag.u - Lange + Grigoleit and Dr. Spars (Professor
of Economics). The task, as commissioned by the Senate Administration
for Urban Development of Berlin, consisted of working together with
real estate owners and major stakeholders in preparing an integrated
concept for the under-utilized commercial spaces at the new
Südkreuz long-distance railway station in the district
Tempelhof-Schöneberg while also establishing an action plan.

District management, project coordination, evaluation
Jahn, Mack & Partner had prepared the action concept for the
“Future in Urban Quarters” program initiated
by the Land of Brandenburg (ERDF Program) and was responsible for
implementing it as a district manager
and project coordinator with evaluation tasks. We were responsible
for the procedures to involve the public, marketing measures, the
implementation of subsidized projects, and the evaluation of the
overall concept in close cooperation with the municipality of Fürstenwalde/Spree
and the Land of Brandenburg. The project was completed with a brochure
produced by Jahn, Mack & Partner.
