Preparation of an integrated urban development
concept (ISEK) for the Hanseatic City of Lübeck. This
project, completed within one year, entailed an exceptionally close
cooperation with the city. The identification of fields of activity
and the specific objectives to be achieved for them will enable
the city to pursue its urban development projects based on detailed
reasoning. Recommendations for the actions to be taken were derived
from the sectoral analysis carried out. This identified the areas
requiring in-depth planning of their spatial layout, while also
allowing the current project ideas to be prioritized. Besides identifying
these areas requiring special attention, another important result
obtained in this procedure is the understanding that in future,
Lübeck will also need to invest into enhancing other parts
of the city while providing them with an identity of their own –
a task in addition to caring for its cultural beacons (such as the
Old Town, a World Heritage Site, and the spa town and tourist destination
Travemünde at the mouth of the River Trave). The profiles developed
to this end characterizing the city’s
various urban quarters will serve as supporting arguments
to be presented to the subsidy donor. The integrated urban development
concept (ISEK) also includes an implementation strategy and a manageable
monitoring system.
The concept was worked out in the course of an intensive process
of communication. This involved closely cooperating with the city
administration, entering into a dialogue with the residents of Lübeck
and stakeholders in city life, working directly in the urban quarters
to reach people, while ensuring the participation of the general
public in many different ways.

The Land of Berlin is developing a skeleton
strategy for social urban development in cooperation with
all of its Senate Administrations and districts (three pilot districts
were selected by the city’s Council of Mayors). In order to
support the administrative workgroups in the districts in their
tasks, as well as those established by the Senate Administrations
working together with the Senate Administration for Urban Development
of Berlin, which was responsible for the project, Jahn, Mack &
Partner tested various options of cooperation across administrations.
Examples of integrated work practices successfully implemented in
Berlin were compiled (networks, data processing, planning fundamentals,
district profiles) and discussed, with a particular focus being
placed on organizational structures (organizational charts, networks).
The project also entailed a dialogue on the results obtained in
a parallel specialist project, which was horizontally and vertically
linked to the stakeholders, identifying those areas in which activities
will be overlapping in the future, supported by the Institute for
Social Pedagogy "Walter May" (SPI). As an interim result,
the first report “Rahmenstrategie Soziale Stadtentwicklung
– Auf dem Weg zu einer integrierten Stadt(teil)entwicklung
in Berlin” (Skeleton Strategy for Social Urban Development
– towards an integrated urban (quarter) development in Berlin)
was submitted to the Senate in March of 2008.

By way of creating a basis for the skeleton
strategy, Berlin’s planning
areas were grouped according to
how these spaces were characterized by the social and subjective
experience of the people living and working in them –
a process coordinated and put together by Jahn, Mack & Partner
since 2004 for the Senate Administration for Urban Development of
Berlin and the Land Statistics Office. This project was pursued
in close coordination with all relevant Senate Administrations,
as well as the respective expert departments of the districts. The
intention is to successively modify the collection of data for these
areas and its processing in a data pool.

Preparation of an integrated urban development
concept (INSEK) for the entire city: In the course of this
project, the plans prepared for existing concepts (urban development
concept of 1999, urban reconstruction concept of 2003, city development
concept of 2006) were compiled. In parallel, various stakeholders
active in the town were involved – people working in the administration,
in politics, associations, initiatives and local infrastructure
companies. They were brought together to discuss the objectives
given thus far and the mission statement with the intention of adapting
them to the modified parameters. Important projects were collated,
described and bundled to form key measures (spreadsheets, maps,
project fact sheets). The INSEK integrated urban development concept
is a crucial strategic planning tool for the city’s future
urban development until 2020.

Preparation of the competition entry
for the town of Fürstenwalde / Spree in the competition for
subsidies under the Rebuilding Eastern Cities subsidization program
launched by the German Federal Government and the Länder, working
with numerous stakeholders of the town. In particular, the companies
managing residential complexes were involved. In this context, the
issues addressed included urban quarter management, project coordination
and the implementation of urban reconstruction measures, processes
ensuring the involvement of the public and public relations work.
