Regional Structural Concept by the “Working Group East” of the cooperation platform for districts and municipalities in the Berlin-Brandenburg metropolitan area

The collaboration between the Länder of Berlin and Brandenburg and the various municipal governments is already quite vigorous. In order to prepare the working group of the Kommunales Nachbarschaftsforum for the new tasks it will be facing in future, it was decided to assess the opportunities that the new Berlin Brandenburg International Airport (BBI) will be opening up to the eastern districts of Berlin and the municipalities located to the east of the city. The unique differentiators of these towns and districts are to be identified and aligned with the expected positive effects of the airport’s development. The overarching objective is to enable the region to establish an identity of its own based on its special characteristics -- an exciting task for an interesting and multi-faceted region!

Area surrounding the airport Berlin Brandenburg International (BBI)

Airports are hubs of growth. While the future single airport Berlin Brandenburg International will trigger a dynamic development in its environs, its operation will also place the area under strain. In developing the Joint Structural Concept for the Area Surrounding BBI Airport (GSK FU-BBI), a process has been put in place to share the burden among the various stakeholders in the region. In a dialogue lasting from May until December 2006, headed by the Joint Spatial Planning Department of the Länder Berlin and Brandenburg (GL), the governments of Berlin and Brandenburg have come to an agreement with the twelve Brandenburg towns, municipalities and rural districts, the three districts of Berlin in the area directly affected by BBI Airport, as well as with the Flughafen Berlin-Schönefeld GmbH (FBS) and other regional players. Jointly, these parties have developed a structural concept as well as a mission statement and a general allocation plan of the areas to be utilized in the further development of the settlements in the area surrounding the airport.

Since 2005, Jahn, Mack & Partner has been actively involved in projects engendered by BBI Airport. The regional development strategy set the course in preparing all of the stakeholders impacted by the airport for the new challenges ahead, while reconciling the various parties’ interests. The Joint Structural Concept has established the planning and communication structure for this project. In the meantime, the parties have been focusing on the dialogue between the municipalities, i.e. the Berlin districts and rural communities, with the airport and the Land administrations. Preparation of an integrated traffic development concept for the municipalities of Zeuthen, Eichwalde, Wildau and Schulzendorf surrounding BBI Airport

The municipalities of Zeuthen, Eichwalde, Wildau and Schulzendorf (ZEWS) are expecting that they will grow larger as a result of BBI Airport being built. The “integrated traffic concept” is intended to ensure that they are ready for the future. First and foremost, the concept is about providing safe, efficient and comfortable service for all travelers and traffic participants, but it also involves the assessment of potential bottlenecks, exploring coordination strategies and concrete measures to avoid them. The integrated approach pursued by the traffic development concept includes an open dialogue with all parties involved, while considering all modes of transport, urban planning, landscaping and economic aspects.

The ZEWS municipalities will not automatically attract more commercial enterprises, or a greater number of inhabitants simply because BBI Airport will be commencing operations soon. Major developments such as this need to be carefully prepared and promoted. Ensuring that traffic planning and urban development measures tie in with one another is an important pre-requisite. This holds particularly true for the issue of grade separated crossings of the Görlitzer Bahn railway line in deciding whether or not they are necessary.

The integrated traffic development concept is a joint project of FGS Forschungs- und Planungsgruppe Stadt und Verkehr (City and Traffic Research and Planning Group), Jahn, Mack & Partner and Büro Hemeier – Ökologische Gutachten und Landschaftsplanung, a company specialized in ecological reports and landscaping projects. Moreover, Jahn, Mack & Partner mediated the ongoing dialogue between the stakeholders.

Preparation of the planning atlas for the area surrounding BBI Airport:
This is an extensive collection of the most important plans and strategies for the area surrounding the airport. The comprehensive overview provided by the planning material in A3 format for the various types of plans developed for the area offers professionals in the field and other interested parties a good source of information and working basis for the tasks being performed in the BBI Airport environs.

Professional moderation and consultancy services in organizing the dialogue of stakeholders in the area surrounding BBI Airport:
The task was to assist with and coordinate the dialogue between the different stakeholders. Three in-depth reports (fundamental concept for free spaces, integrated traffic concept, urban development skeleton strategy) needed to be coordinated with all parties involved in the development of the area surrounding the airport while the steering meetings were to be organized as a continuation of the development of the area surrounding BBI Airport. This task was commissioned by, and performed in close co-operation with, the Joint Spatial Planning Department of the Länder Berlin and Brandenburg (GL).

Development of the Joint Structural Concept for the Area Surrounding BBI Airport (GSK FU-BBI) from August to December of 2006 under the leadership of the Joint Spatial Planning Department of the Länder Berlin and Brandenburg (GL). In a dialogue with the twelve municipalities and rural districts of Brandenburg, the three districts of Berlin in the area directly affected by BBI Airport, Flughafen Berlin-Schönefeld GmbH (FBS), other regional stakeholders and the government authorities of Berlin and Brandenburg, a joint mission statement was prepared as well as a general allocation plan of the areas to be utilized in the further development of the settlements in the area surrounding the airport.

Framing of a regional development strategy for Berlin Brandenburg International Airport and its surrounding area for the investment bank of the Land Bandenburg and the Ministry of Economics of the Land Brandenburg, in cooperation with Drees & Sommer Berlin. The strategy was closely coordinated with the municipalities and districts, the Joint Spatial Planning Department of the Länder Berlin and Brandenburg (GL), the Senate Administration for Urban Development of Berlin and the Berlin districts.
