Jahn, Mack & Partner prepares, plans, monitors and manages complex
projects serving the development of construction areas: starting
with feasibility studies, to competitions and master plans, solving
tough urban development conflicts, to creating zoning plans and
implementing environmental impact studies, the latter in cooperation
with Büro Hemeier – Ökologische Gutachten und Landschaftsplanung,
a company specialized in ecological reports and landscaping projects.
We direct the required procedures and coordinate the experts involved,
manage the planning and provide services to assist the planning
procedure. We do so for a wide range of projects of differing sizes
that entail different scopes of work.
In establishing urban land use planning that will be binding upon
the stakeholders involved, our practice is well versed in issues
of planning law and urban development, has extensive experience
in preparing environmental impact studies and is able to balance
out the interests of the parties concerned while organizing streamlined
coordination processes and involving the public and bodies of public
interest. We develop an in-depth understanding of even the most
difficult issues of planning law and are able to identify feasible
solutions. As a result of the multi-faceted nature of our projects,
our inter-disciplinary work and our cooperation with the most varied
clients and parties, our firm has considerable experience in drafting
zoning plans that leave sufficient room for variations in implementation,
while nonetheless giving a clear identity to the area zoned. We
at Jahn, Mack & Partner coordinate the different expert reports
and put together specialists from our network (landscaping, environmental
impact studies, biotope and species protection, noise and light
emissions, traffic, contaminations) and external experts to form
teams collaborating as an interdisciplinary group.

Zoning plan I-219 “Humboldt-Forum”
We have been working with our clients to create the pre-requisites
under planning law for constructing the Humboldt forum as a partial
reconstruction of the royal palace of Berlin, to erect the national
monument to freedom and unity and to develop and implement the overall
concept for the layout of the open spaces at the site.
An area of 6.8 hectares is to be zoned within the development area
“Capital Berlin – Parliament and Government Quarter”
located in the heart of the historic center of the Mitte District,
on the island surrounded by the Spree River.

Zoning plan 9-16-1 in Treptow-Köpenick,
Berlin, in the area of the Adlershof / Johannisthal development project
In the interests of allowing adjacent sites to be developed
as potential construction areas, the Bebauungsplan 9-16-1 being
drafted will primarily serve the infrastructural definition of areas
having a road right of way. This process will void the designations
made in the zoning plan 9-16 for the area of applicability of this
new plan; their effects will be dealt with in the course of the
procedure to establish the zoning.

Zoning plan "Eiche Solar Park" in the
municipality of Ahrensfelde
On the outskirts of Berlin, one of the ten largest solar parks
in Europe is planned to be built on a site of approximately 73 hectares.
For this purpose, a text zoning ordinance was to be established.
The task awarded to Jahn, Mack & Partner consisted of drafting
the text zoning ordinance, implementing the planning procedure,
providing services to assist the planning procedure and preparing
environmental impact studies in cooperation with Büro Hemeier
– Ökologische Gutachten und Landschaftsplanung, a company
specialized in ecological reports and landscaping projects.

Zoning plan 9-16 in Treptow-Köpenick, Berlin,
in the area of the Adlershof / Johannisthal development project
Development of a 26 hectare commercial area, parts
of which are located in a protected nature reserve. Changes to the
protected nature reserve and conflicts with the protection of species
were to be resolved.

Zoning plan X - 32-1-1 "Zehlendorfer Welle"
Development of a 2 hectare inner-city, business area (core area)
for a wave-shaped shopping center and swimming pool. Jahn, Mack
& Partner was responsible for drawing up the zoning plan along
with the preparation of environmental impact studies and coordinated
the experts for impact studies concerning retail, traffic, noise
and light emissions and bird species nesting in buildings. Our firm
also assisted with the drafting of the urban planning agreement.

Ostgüterbahnhof: zoning plan V-3, Giant
Wheel: zoning plan V-3-1, O2-World: zoning plan 2-4 VE
Development of an 18.2 hectare inner-city, business area (core
area) and a 4.5 hectare area serving special uses for a “multi-purpose
event hall”. The core area was zoned as having an average
floor space index (GFZ) of 5.0. The zoning will enable the construction
several high-rise buildings (up to 135 m in height) and the development
of more than 600,000 m². Environmental impact studies were
carried out.
In establishing the zoning plans 2-4 VE „Arena at the Ostbahnhof”
– for the O2 World – and V-3 “Former Ostgüterbahnhof”
in the Berlin district of Friedrichshain-Kreuzberg, Jahn, Mack &
Partner has carried out two highly complex processes serving to
establish the Bebauungspläne concerned, which entailed intensive
public relations work. We worked on the project on the commission
of the Anschutz Entertainment Group and in close cooperation with
the District Authority Friedrichshain-Kreuzberg and the Senate Administration
for Urban Development of Berlin.
During the intensive work phases of the project, weekly project
meetings with the client and steering meetings with the District
Authority and the Senate Administration for Urban Development had
to be generally organized and prepared in terms of the content they
addressed; our office was also responsible for following up on the
decisions taken. Representatives of the respective expert authorities
of the district and the Senate Administration for Urban Development
were consulted concerning the relevant issues, as were the planners
and experts engaged by us or by Anschutz Entertainment Group. For
Büro für Stadtplanung Gerlinde Mack, which was integrated
into Jahn, Mack & Partner in 2003, up to ten people were working
on this project, including an expert landscape planner specialized
in environmental issues and a legal expert for planning law.
Gerlinde Mack as the project leader for the zoning plan was responsible
for the coordination and control of the zoning plan procedure in
terms of its content. From June 2001 until March 2004, a total of
76 steering meetings took place. Each individual stage of the procedure
was presented to the urban planning committee of the district. In
close cooperation with the Anschutz Entertainment Group, our practice
prepared materials and presentations for discussion with the committee
by the project leader of the Anschutz Entertainment Group and ourselves.
In the process of involving the general public, we set up exhibitions,
produced information material and organized information events,
addressing both the content to be presented in our work while also
taking care of the technical implementation.
These two zoning plan procedures were the most complex and work-intensive
projects ever handled by our firm.
In 2006, also on the commission of the Anschutz Entertainment Group,
our practice was involved in drafting the zoning plan V-3-1 for
a giant wheel project in the area adjacent to the O2 World site.
This procedure continued up to the participation of the authorities
and other bodies of public interest, in accordance with section
4 paragraph 2 of the German building code (BauGB). We ascertained
the conflicts under planning law and developed the standards to
apply under planning law for a project that to date has no predecessors
in Germany. At the end of 2006, the client decided to abandon the
project.

Zoning plan "Gewerbestrasse Nord",
municipality of Seddiner See
Development of a commercial area 7.7 hectares in size. On the
commission of the firm +egerland+, our firm drew up the zoning plan
and prepared the environmental impact studies. The site was released
from the restrictive zoning as a protected biotope by being separated
from a protected nature reserve and the transformation of woodland.
We coordinated and moderated the urban planning agreement concluded
by the municipality, the parties responsible for the project and
the forestry authority. Our firm arranged for the expert report
by Prof. Dr. Schmidt-Eichstaedt on the compensation measures for
the impacts of the zoning, and we prepared the building permit application
for the project.

area 7 hectares in size. Transformation of a commercial area into

of the municipality of Seddiner See. Coordination of the noise report.

Zoning plan I-209 "Townhouses"
Development of a sophisticated inner-city residential area situated
directly opposite the German Foreign Office. The “Berlin Townhouses”
pilot project stands for an improved utilization of the urban utilities
infrastructure that will enable considerable resource savings. The
innovative design of the residence types situated on small and affordable
plots strongly appealed to owners interested in occupying the buildings
themselves. The zoning plan has rung in an entirely new form of
living within the inner city.
